sustainability, and quality of life are key elements of urban development, the concept of the Smart Place emerges.<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">This notion extends beyond the well-known Smart City, focusing not only on the city as a whole, but also on specific spaces (neighborhoods, parks, buildings, cultural centers, or commercial areas) that integrate digital technologies, smart urban design, citizen participation, and sustainability to improve the experience of those who inhabit, visit, or transit them (Townsend, 2013).<\/span><\/span> <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><strong><span class=\"jCAhz\"><span class=\"ryNqvb\">What is a Smart Place?<\/span><\/span><\/strong> <\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">A Smart Place is a physical environment that uses digital technologies, sensors, data platforms, and connected infrastructure to offer more efficient services, improve people&#8217;s lives, foster innovation, and promote sustainability (Bak\u0131c\u0131, Almirall, &amp; Wareham, 2013).<\/span><\/span> <span class=\"jCAhz\"><span class=\"ryNqvb\">Unlike the smart city, which operates at a macro level, the smart place operates at a human scale, promoting direct interaction between space, technology, and people.<\/span><\/span> <\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">The essence of a Smart Place lies in the integration of technological infrastructure with urban planning, user-centered design, and community engagement.<\/span><\/span> <span class=\"jCAhz\"><span class=\"ryNqvb\">It is a space that not only &#8220;thinks&#8221; through data, but also &#8220;feels&#8221; and adapts to the needs of the environment and its users (Townsend, 2013).<\/span><\/span> <span class=\"jCAhz\"><span class=\"ryNqvb\">Furthermore, these spaces function as platforms for civic innovation, where technology does not replace the human, but rather amplifies it (Aurigi &amp; De Cindio, 2020).<\/span><\/span> <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\"><strong>Some key characteristics of a Smart Place<\/strong> <\/span><\/span><\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">1. <strong>Connectivity and digital infrastructure<\/strong>: It uses technologies such as the Internet of Things (IoT), sensors, 5G networks, and open data platforms to monitor and manage services such as lighting, security, mobility, energy, and space use (UN-Habitat, 2016).<\/span><\/span> <\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">2. <strong>User-centered design<\/strong>: The citizen experience is fundamental.<\/span><\/span> <span class=\"jCAhz\"><span class=\"ryNqvb\">The space is designed to be accessible, inclusive, and stimulating.<\/span><\/span> <\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">3. <strong>Environmental sustainability<\/strong>: Green solutions such as solar energy, rainwater harvesting, smart green areas, and clean mobility are applied.<\/span><\/span> <\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">4. <strong>Human-technology interaction<\/strong>: Technologies such as interactive displays, augmented reality, smart signage, and mobile apps are integrated.<\/span><\/span> <\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">5. <strong>Data-driven decision-making<\/strong>: Sensors enable real-time monitoring to adapt site behavior based on time of day, population density, or weather (Bak\u0131c\u0131 et al., 2013).<\/span><\/span> <\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">6. <strong>Participatory governance<\/strong>: Involves the community in the design, evaluation, and improvement of services, fostering ownership of the space (Rodr\u00edguez Bol\u00edvar, 2015).<\/span><\/span> <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\"><strong>Notable international examples Some examples illustrate how these spaces have transformed cities:<\/strong> <\/span><\/span><\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">\u2022 <strong>Songdo, South Korea<\/strong>: A city built from the ground up, with ubiquitous sensors, automated waste collection, real-time traffic monitoring, and smart home technologies (Townsend, 2013).<\/span><\/span> <\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">\u2022 <strong>22@ District in Barcelona<\/strong>: An urban regeneration project that combines housing, creative industries, and ICTs.<\/span><\/span> <span class=\"jCAhz\"><span class=\"ryNqvb\">It features technological infrastructure and open data to optimize services (Bak\u0131c\u0131 et al., 2013).<\/span><\/span> <\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">\u2022 <strong>Hudson Yards, New York<\/strong>: A mixed-use development that uses environmental quality sensors, geothermal energy, smart buildings, and predictive analytics for urban services (UN-Habitat, 2016).<\/span><\/span> <span class=\"jCAhz\"><span class=\"ryNqvb\">This project has been cited as a prototype for a high-density, high-value-added smart place for the economic environment (Anthopoulos, 2017).<\/span><\/span> <\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">\u2022 <strong>Santander, Spain<\/strong>: The city has become an urban laboratory with more than 20,000 sensors to monitor traffic, noise, air quality, and manage urban services.<\/span><\/span> <\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">\u2022 <strong>Barcelona, \u200b\u200bSpain<\/strong>: Through the &#8220;Superblocks&#8221; project, the city has redefined urban neighborhoods with pedestrian mobility, noise and air quality sensors, and citizen participation platforms.<\/span><\/span> <\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">\u2022 <strong>Medell\u00edn, Colombia<\/strong>: A self-diagnosis model that allows for identifying the current situation of a territorial entity in relation to the dimensions of quality of life, habitat, environment, economic development, governance, and people, in order to identify areas for action through smart city initiatives and improve government efficiency and the quality of life of its inhabitants (Government of Colombia, 2025).<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The development of technology for a Smart District with projects such as: Digital Twins for monitoring and analyzing the environment, mobility, and demographics;<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">UrbanIA, a data science platform for territorial development modeling and planning;<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">and Ciudadano 360, a platform based on Big Data and Artificial Intelligence to personalize administrative services and improve citizen-government relations (Radio Caracol, 2025).<\/span><\/span><\/span><\/p>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>Examples of Smart Places in Mexico<\/strong> <\/span><\/span><\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Mexico has begun to explore this model in several cities: <\/span><\/span><\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u2022 <strong>Digital Creative City (Guadalajara)<\/strong>: It focuses on digital media and urban regeneration with ICTs, although it faces challenges of continuity and governance (Digital Creative City, 2025).<\/span><\/span> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u2022 <strong>Puebla Smart City Cluster<\/strong>: An example of collaboration between the government and the private sector to implement smart solutions in transportation, security, and the environment (Government of Mexico, 2021).<\/span><\/span> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">\u2022 <strong>Vallejo-i District, Mexico City<\/strong>: An industrial reconversion project into an innovation hub, with technological infrastructure, clean energy, and digitalization of production processes (Mexico City, 2025).<\/span><\/span> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u2022 <strong>Tequila, Jalisco<\/strong>: Through the &#8220;Tequila Inteligente&#8221; program, this magical town has been transformed into a smart destination with sensors for tourism management, urban connectivity, sustainable mobility, and heritage protection (Tequila Inteligente, 2024).<\/span><\/span> <\/span><\/div>\n<div dir=\"ltr\"><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><strong><span class=\"jCAhz\"><span class=\"ryNqvb\">As an example, some Smart Places proposals for medium-sized cities in Latin America<\/span><\/span><\/strong> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">Medell\u00edn, M\u00e9rida, Hermosillo, San Jos\u00e9 are cities with a diverse economy, industrial leadership, an active cultural life, and a robust educational network.<\/span><\/span> <span class=\"jCAhz\"><span class=\"ryNqvb\">These conditions are ideal for implementing Smart Places.<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Some options are presented below: <\/span><\/span><\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">1. <strong>Cultural, creative, and smart Historic Center<\/strong>: Leverage the cultural, historical, and mobility infrastructure to integrate a cultural, historical, and business district supported by digital tools, augmented reality, information, and sales through integrated platforms, along with relevant tourist information, sensors, and cameras to monitor the area and improve the perception of quality, and implement a comprehensive physical and digital signage system.<\/span><\/span> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">2. <strong>Commercial and business areas as smart neighborhoods<\/strong>: Implement digital signage, store location apps, efficient lighting, pedestrian flow sensors, and mobile charging stations.<\/span><\/span> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">3. <strong>Smart cultural corridor<\/strong>: Connect the city&#8217;s various cultural infrastructures with information screens, virtual routes, digital art, and solar-powered furniture, integrating a corridor with the rest of the city.<\/span><\/span> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">4. <strong>Smart parks in popular areas<\/strong>: Equip parks, particularly in popular and high-impact areas, with smart cameras, LED lights with sensors, automated irrigation systems, and free internet access.<\/span><\/span> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">5. <strong>Smart university district<\/strong>: Create collaborative spaces, urban laboratories, open data, interactive signage, and shared electric transportation among different higher education institutions, government, businesses, and the community.<\/span><\/span> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">6. <strong>Smart logistics hub<\/strong>: Digitize transportation flows, implement screens with real-time schedules, traffic sensors, and electric vehicle charging zones.<\/span><\/span> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">These initiatives can be developed through partnerships between municipalities, technology companies, universities, and citizens, in addition to leveraging national and international urban innovation funds (Rodr\u00edguez Bol\u00edvar, 2015).<\/span><\/span> <\/span><\/div>\n<div dir=\"ltr\"><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><strong><span class=\"jCAhz\"><span class=\"ryNqvb\">How can a neighborhood or city be transformed into a Smart Place?<\/span><\/span><\/strong> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">The process requires strategy, a shared vision, and multisectoral coordination.<\/span><\/span> <span class=\"jCAhz\"><span class=\"ryNqvb\">The key steps are: <\/span><\/span><\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">1. <strong>Participatory assessment<\/strong>: Identify needs with communities, prioritizing urban challenges.<\/span><\/span> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">2. <strong>Digital infrastructur<\/strong><\/span><\/span><\/span><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\"><strong>e<\/strong>: Develop sensor lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">5. <strong>Real-world impact assessment<\/strong>: Beyond technological adoption, the value of a smart place lies in its ability to improve quality of life, unite communities, and regenerate urban fabrics (Cugurullo, 2018).<\/span><\/span> <\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">6. <strong>Citizen digital literacy<\/strong>: Promote the responsible and creative use of technology through community education (OECD, 2020).<\/span><\/span> <\/span><\/div>\n<div dir=\"ltr\"><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><strong><span class=\"jCAhz\"><span class=\"ryNqvb\">Conclusion <\/span><\/span><\/strong><\/span><\/div>\n<div class=\"lRu31\" dir=\"ltr\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz\"><span class=\"ryNqvb\">Smart Places are fundamental elements in the transformation of cities toward more sustainable, inclusive, and efficient environments.<\/span><\/span> <span class=\"jCAhz\"><span class=\"ryNqvb\">They represent a new way of building community and urban value in the digital age.<\/span><\/span> <span class=\"jCAhz\"><span class=\"ryNqvb\">In the case of medium-sized Latin American cities, there are strategic and social conditions to promote these projects, provided they are linked to public policies, citizen participation, and intersectoral collaboration.<\/span><\/span><\/span><\/p>\n<div Cultural, creative, and smart Historic Center: Leverage the cultural, historical, and mobility infrastructure to integrate a cultural, historical, and business district supported by digital tools, augmented reality, information, and sales through integrated platforms, along with relevant tourist information, sensors, and cameras to monitor the area and improve the perception of quality, and implement a comprehensive physical and digital signage system.\n2. Commercial areas as smart neighborhoods: Implement digital signage, store location apps, efficient lighting, pedestrian flow sensors, and mobile charging stations.\n3. Smart cultural corridor: Connect the city's various cultural infrastructures with information screens, virtual routes, digital art, and solar-powered furniture, integrating a corridor with the rest of the city.\n4. Smart parks in popular areas: Equip parks, particularly in popular and high-impact areas, with smart cameras, LED lights with sensors, automated irrigation systems, and free internet access.\n5. Smart university district: Create collaborative spaces, urban laboratories, open data, interactive signage, and shared electric transportation among different higher education institutions, government, businesses, and the community.\n6.
